By the Law no. 164/2021, Romania has accepted the Global Convention on the Recognition of Qualifications in Higher Education, a normative tool developed by UNESCO to facilitate the recognition of studies and academic mobility, in line with other legal instruments and international practices in the field.
The Ministry of Education, through the National Center for Recognition and Equivalence of Diplomas, together with the Permanent Delegation of Romania to UNESCO in Paris, actively participated in the entire international negotiation process of the Convention and, subsequently, after adoption, started the legislative procedure. Romania's acceptance of the text of the Convention; thus, Romania is among the first states to express their consent to become a party to this international legal instrument.
The overall objective of the Convention is to facilitate and strengthen global academic mobility, international cooperation on the recognition of qualifications in higher education, the promotion of the quality of education and the optimal use of educational and human resources, the promotion of lifelong learning opportunities for all.
The Convention seeks to establish general principles of recognition for access to further education, also with the role of providing a quality assurance framework that responds appropriately to the increasing diversification of higher education providers, to which are added general references to recognition for access to the labor market.
With regard to the obligations of States Parties to the Convention, the document contains general provisions regarding the obligations regarding the recognition of qualifications that allow access to higher education, the recognition of higher education qualifications for further studies or the granting of the right to use the qualification associated with that qualification. with the law of the State party, including with a view to obtaining a job. There are also obligations regarding the recognition of part-time studies and prior learning with a view to completing or continuing higher education, the recognition of part-time studies and the qualifications of refugees and displaced persons, and the status of additional requirements for admission to certain programs in higher education.
The National Center for Recognition and Equivalence of Diplomas becomes, according to the Convention, "the national implementation structure", benefiting from the support of other departments and specialized bodies of the Ministry of Education, in cooperation with higher education institutions in Romania.
