A New Joint ENIC/NARIC Charter
The Lisbon Recognition Convention Committee on Higher Education Qualifications Recognition recently adopted, during its 10th session held at UNESCO headquarters in Paris, the revised Joint ENIC/NARIC Charter of Activities and Services.
This document serves as a reference for the work of ENIC-NARIC networks (National Centres for Academic Recognition and Information), which play an essential role in the recognition of academic diplomas and qualifications at the European and international levels. The revised Charter aims to address new challenges in the education sector and to strengthen cooperation among the signatory states of the Lisbon Convention.
Main elements of the revised Charter:
• Clarification of the roles and responsibilities of ENIC-NARIC Centres to ensure better coordination and efficiency in supporting qualification recognition.
• Establishment of necessary resources for optimal operation, including qualified staff, continuous training, and modern technical equipment.
• Introduction of enhanced quality assurance standards to guarantee transparency, professionalism, and trust in the activities of the centres.
• Strengthening the role of ENIC-NARIC networks as platforms for international cooperation, exchange of best practices, and mutual support among countries.

The National Centre for the Recognition and Equivalence of Diplomas (CNRED) is a member of the ENIC-NARIC networks, an initiative of the European Commission, the Council of Europe, and UNESCO, which enables ongoing exchange of information and advice at the national and international levels regarding the education system, the legal status of foreign institutions, offered training, and the conditions set by these institutions for obtaining diplomas.
The Romanian NARIC was established on December 1, 1995, based on Agreement no. 95-PECO-SOC-0019 concluded with the European Commission as part of the SOCRATES Agency.
