Higher Education is organized into universities, study academies, institutes, higher education schools, hereafter referred to as Higher Education Institutions or universities, which have been accredited or provisionally approved to function.

Higher Education Institutions are education-providing organizations that carry out educational activities based on study programs authorized to operate provisionally / accredited under the law, of initial and continuing education at university level, programs that operate on the principle of quality and correlation of the educational offer with the labor market.

Bachelor Degree Studies

Bachelor's degree programs represent the first cycle of university studies and correspond to a minimum of 180 and a maximum of 240 transferable study credits, according to ECTS / SECT, and are finalized by Level 6 of of the EQF / CEC and of the National Qualifications Framework (see also www.anc.edu.ro).

Bachelor's degree programs can be organized in the forms of education with frequency, reduced frequency and distance learning.

Master's Degree Studies

Master's degree programs represent the second cycle of university studies and correspond to a minimum number of transferable study credits ranging from 60 to 120 and are completed through Level 7 of the EQF / CEC and of the National Qualifications Framework. See also www.anc.edu.ro.

Master's degree programs can be organized in the forms of education with frequency and reduced frequency.

Doctoral/PhD Studies

Doctoral/PhD studies represent the third cycle of university studies and allow the acquisition of a level 8 qualification in the EQF / CEC and the National Qualifications Framework.

Doctoral studies programs can be organized in the forms of education with frequency and reduced frequency.

The doctoral/PhD degree program usually takes 3 years. In special situations, the duration of the doctoral studies program may be extended by 1 - 2 years, with the approval of the university senate, at the proposal of the doctoral supervisor and within the limits of the available funds. The duration of these studies is therefore extended by the accumulated periods of interruptions approved.

Postgraduate Studies

Organization of Postgraduate Education

Postgraduate programs are: postdoctoral advanced research programs; postgraduate training and continuous professional development programs; postgraduate training programs.

The advanced postdoctoral research programs are aimed at individuals who have obtained a doctoral degree in science at least 5 years before admission to the postdoctoral program and provide the institutional framework for research development after completing doctoral studies.

The postdoctoral programs last for a minimum of one year and can be funded by public institutions or by economic operators.

The postdoctoral programs may only be organized within doctoral schools accredited for the organization of doctoral degree programs or within research and development units, based on the research plan proposed by the postdoctoral researcher and approved by the host institution.

Admission to postdoctoral programs is based on the methodology developed by the host institution, in accordance with the legislation in force.

Upon completion of the postdoctoral program, the postdoctoral researcher receives a certificate of postdoctoral studies.

The postgraduate training and continuing professional development programs aim at updating / developing / improving one or more competencies or units of competence / competencies from one or more university qualifications or from one or more occupational standards related to an occupation that can be practiced only by an university graduate.

The postgraduate training and continuing professional development programs may be organized by accredited Higher Education Institutions that have at least Bachelor's and Master's degree programs in that field.

The postgraduate training and continuing professional development programs can be organized on a fee-based or funded basis from other sources.

Graduates of a Bachelor's program who own a Bachelor’s degree or equivalent have the right to participate in postgraduate education and professional development.

Upon completion of postgraduate training and professional development programs, the organizing institution issues a certificate of professional competence attesting to the program.

Postgraduate development programs aim at updating / developing / improving the skills of short-term university graduates who have not continued their studies to obtain a bachelor's degree.

Postgraduate training programs may be organized by accredited Higher Education Institutions that have at least Bachelor's and Master's degree accredited programs in that scientific field.

Postgraduate training programs can be organized on a fee or grant basis from other sources.

Graduates with a graduation diploma from a short-term higher education or a Bachelor's degree or equivalent are eligible for postgraduate graduate programs.

Upon completion of postgraduate training programs, the organizing institution issues a graduation certificate.

Tertiary Non-university Education

Post-secondary education is organized in post-secondary schools with legal personality or as structures without legal personality, in high-schools with legal personality, or in Colleges operating within accredited Higher Education Institutions.

Non-university tertiary education (above-mentioned post-secondary education) is organized at Colleges in Higher Education Institutions accredited for high school graduates with or without a baccalaureate diploma.

Non-university tertiary education organized in colleges take 1 to 3 years, depending on the complexity of the qualification.

Quality assurance

The Romanian Agency for Quality Assurance in Higher Education is the authority whose mission is to carry out the external evaluation of the quality of education offered by Higher Education Institutions and other organizations providing higher education programs, which operate in Romania.

The Romanian Agency for Quality Assurance in Pre-university Education performs the external evaluation of the quality of education provided by the pre-university education institutions and other educational providers as well as the authorization, accreditation and periodic evaluation of the pre-university education units.

Higher Education Institutions

Organization and Functioning of Higher Education in Romania

Higher Education is organized in universities, study academies, institutes, higher education schools, hereafter referred to as Higher Education Institutions or universities which have been accredited or provisionally approved to function.

Higher Education Institutions are education-providing organizations carrying out educational programs authorized to operate on a temporary / accredited basis under the law, initial and continuing education at university level, programs that operate on the principle of quality and correlation of the educational offer with labor market.

The national Higher Education System includes all accredited Higher Education Institutions. A higher education institution authorized to operate provisionally according to the legal procedures in force becomes part of the national higher education system only after accreditation. The Higher Education Institutions may be state, private or confessional. These institutions have legal personality, nonprofit character and are apolitical. Higher education institutions are legal entities governed by public law or, where appropriate, legal persons of private law and public utility.

University autonomy is guaranteed by the Constitution. Academic freedom is guaranteed by law. Also, public liability is regulated for any Higher Education Institution, state or private.

National Agency for Qualifications

The National Authority for Qualifications (NAC) regulates and coordinates the general framework of adult education and training. The NAC develops the National Qualifications Framework and manages the National Register of Qualifications, the National Register of Approved Vocational Training Providers, the National Register of Graduates of Adult Training Authorization Programs. The NAC also coordinates and controls the authorization and licensing process of adult vocational training providers and professional competence assessment centers, as well as the certification of professional competence assessors.

Student Facilities

Scholarships for Students

Students can benefit from performance or merit scholarships to boost excellence as well as social scholarships to financially support low-income students. The minimum amount of social scholarships is proposed annually by CNFIS, taking into account that they have to cover the minimum meal and accommodation expenses.

The "Olympic Merit" Scholarship is regulated by Law no. 235/2010 and is awarded for all the academic and university studies, if the performance is maintained. The scholarship is granted from budget funds, from the budget of the Ministry of National Education.

Also, the Romanian state/government can grant annually scholarships to support ethnic Romanians from neighboring countries and ethnic Romanians with a stable domicile abroad who wish to study in Romanian state units and institutions, as well as a number of scholarships for foreign students. These scholarships are awarded only to those universities and study programs that meet the highest quality standards, whether state-owned or private.

The Ministry of National Education may annually grant scholarships for university and postgraduate studies abroad from funds set up for this purpose. These scholarships are obtained through a competition organized at national level.
