Recognition of PhD degree

Submitting the application

Accredited higher education institutions, public and private law units and institutions included, according to the legal regulations, in the national research and development system shall recognize the doctoral degree and the doctoral title in science or in a professional field obtained at accredited higher education institutions abroad for the purposes of enrolment in postgraduate study programs, obtaining a habilitation, taking up a teaching or research position within the institution, participating in programs and projects financed by European and international funds or for other purposes related to teaching and research activity within these institutions.

CNRED recognizes, for purposes other than those stipulated above, doctoral degrees obtained at accredited higher education institutions abroad.

    Required documents

    1. Application form – for file submission in physical format

    2. The PhD Diploma, including any other document attesting the award of the doctoral degree

    • copy, if the study document is issued in Romanian, English, French, Spanish, Italian language
    • copy and certified translation in Romanian language for the documents issued in other languages
    • in the case of diplomas obtained in the Republic of Moldova, all study documents and the doctoral thesis are submitted in PDF format; theses that are not written in Romanian will be accompanied by a summary of the thesis in PDF format, in Romanian, English or French; documents in PDF format will be recorded on a CD.

    3. Any other document that may be requested for evaluation purposes if applicable, for example the document which attests the field of study

    • copy, if the study document is issued in Romanian, English, French, Spanish, Italian language
    • copy and certified translation in Romanian language for the documents issued in other languages

    4. Identification paper  – copy

    • passport / identity card
    • proof of legal name change – copy  and legalized translation (if applicable)
    • proof of protection in Romania (if applicable)

    5. Proof of payment for evaluation fee – 100 lei – paid only by foreign citizens

    The fee can be paid in lei:

    • at the CNRED Cashier’s Office

    The fee will be calculated according to the National Bank of Romania official exchange rate on the day of the payment.

    ImportantThe beneficiary’s IBAN number along with owner’s and employer’s name (if applicable) must be referred to on the proof of payment!

    Authentication of study documents

    1. Diplomas from Moldova do not need any form of authentication. If PhD diplomas from the Republic of Moldova cannot be found at https://ctice.md/verif the applicant must submit an authenticity certificate issued by the competent authorities, in copy;
    2. The Hague Apostille is requested for diplomas from countries which are parties to the Hague Apostille, issued by the competent authorities in the issuing countries. The Hague Apostille is requested for diplomas from Italy, Greece, Spain, Portugal and Cyprus;
    3. Diplomas issued in countries which are not parties to the Hague Apostille Convention shall be authenticated or accompanied by an authentication certificate from by the competent authorities in the issuing countries:

    • Legalization/Authentication is done by the Ministry of Foreign Affairs from the issuing country, the Embassy/Consular Office of Romania in the issuing country and the Romanian Ministry of Foreign Affairs or by the Ministry of Foreign Affairs in the issuing country, the issuing country’s Embassy/Consular Office in Romania and the Romanian Ministry of Foreign Affairs; for countries where Romania does not have a diplomatic mission or countries which do not have diplomatic missions in Romania, the study documents shall be legalized by the Ministry of Education and the Ministry of Foreign Affairs from the issuing country;
    • Legalization/Authentication exemption is allowed under the law of an international treaty to which Romania is party or on a reciprocity basis.

    Evaluation of documents

    The evaluation of the documents and the issuing of the CNRED decision shall be carried out within a maximum of 30 working days from the date of registration of the complete file.

    This deadline may be duly extended in case of additional verifications or if CNRED forwards the file for evaluation to the National Commission for the Attestation of University Degrees, Diplomas and Certificates (CNATDCU).

    • By courier –  payment upon reaching destination – the courier service is contracted by the applicant

    The certificate is issued to the holder, to a first-degree relative, to a person empowered by notarial power of attorney or by power of attorney, to the representative of the employer, or to the educational institution in Romania.

    If the notarial power of attorney or the power of attorney was drawn up on the territory of another state, a copy is sent for the Romanian, English, French, Spanish, Italian languages. For other foreign languages, the documents are submitted, in copy, accompanied by the legalized translation into Romanian, in copy. The power of attorney or power of attorney must be apostilled or legalized by the competent authorities of the state on whose territory they were drawn up, except for states that have concluded conventions, treaties, or agreements with Romania on legal assistance in civil matters, which provide for exemption from any legalization. Powers of attorney drawn up at Romanian embassies or consulates abroad without apostille/legalization are accepted.

    In case of loss, destruction or damage of the recognition document, the CNRED issues a duplicate upon request.

    For the issue of the duplicate, the holder shall submit a written request accompanied by the following documents:

    • a copy of the recognized diploma,
    • copy of the identity document,
    • proof of payment of the fee, according to the legal rules in force,
    • a sworn declaration regarding one of the situations mentioned above.

    The decision of the CNRED may be contested once, within 60 days of its communication, by a reasoned request submitted to the Registrar’s Office of the Ministry of Education and Research.

    The CNRED shall give a decision on the requested within 60 working days. The deadline may be extended if the evaluation is carried out by the CNATDCU or in any other justified cases, the applicant being informed thereof.

    Files submitted through accounts accessed through eDirect are not processed. Exceptions are files sent by educational institutions from Romania.
